Primarily 'conscience-based political system' aims at electing people with conscience, as you have mentioned. However this is possible only if voters are allowed to vote according to their conscience and are not constrained to vote for one party or the other, regardless of the deservedness of the candidate whom they are going to vote for.

The explanation about conscience is aimed at dispelling the apprehension that when there are so many people in the society who show no sign of having a conscience, then talk about 'conscience-based political system' would appear pointless.

I feel that once we are able to arrive at a consensus on the core philosophy then it will not take too much time for True Democracy to become a reality, since the world is waiting for a workable solution to the global problem of pseudo-democracy.
