I think we need to discuss Swiss DD
Their Parliament, government goes about its merry way making law, paying bills etc.
ONLY if the people disagree do they seek the 100,000 people necessary for an action.
The first action to take is write an Initiative describing what is wanted. Change law, Change Constitution, Change some action by the government.
This Initiative must have 100,000 signatures to be considered.
The parliament may act on it without a referendum.
If the parliament fails to act, than a Referendum may be demanded.
