Any time greater than 50% +1 is used, the small majority of the top control all the decisions.
For instance; if 75% is required, the top 25% control the decision. These few who may be "bankers" or some faction than join to either make or break the decision. Thus democracy is not served.
A better check is double majority's [50% +1] of both the popular vote and the community/territory vote.
Of course with I&BR any law or decision can be eliminated quite soon if it is determined to not serve the people.
