Hi all,
I can see it's still not clear. I think I probably left a bit out of my previous post.
While I explained what was available to the UK user I omitted mention of other countries.
Most major democratic countries are catered for down to second administrative division.
For the USA, for instance, there are international, national, state(primary division) and county(secondary division) levels. I am unable to find lower admin levels than this, though I assume there are city administrations etc. The point is, if you had an issue regarding your town in the US, you could post it in the county section. People in Thornton, Red River and Belle Plaine may work or run businesses in Shawano and might want an input on on the transport or school policy there.
What is apparent, is that this does not seem to be obvious to users and I will have to address this.
