There is more to this than simply shouting out an initiative and voting on it. We people have value systems which are really quite similar. This is how we can establish our major criteria which must not be violated. Some seem to be Equality, Freedom of Speech, Right to Petition, Liberty [defined by law]. We also need to construct a "court" of the people who can hold violators of the established world values.[police ourselves]
