of voters world wide to press enough existing regimes to move

The core concept of ISPO / SimPol is that managers of investment
and public opinion will let governments act fairly and foresightedly
only when enough voters indicate to enough election candidates
in enough countries that we'll vote for those who put such issues
ahead of 'establishment'-set 'domestic' / national interests -- but
conceding that they are committed only to implement these policies
only when enough other countries do so simultaneously, so that
'first mover' regimes will not suffer penalties imposed by global
power wielders -- like loss of jobs or currency stability to
competing countries.

DE7Je06 Not necessarily. SimPol www.simpol.org gives
examples of how public opinion can build on specific issues
enough to force fairer decisions by ruling parties. The challenge
is to assemble consensus on which issues to give top priority to,
them assemble pledges to give voting preference to candidates
(a) concurring with that priority and (b) committed to bring their
(national and bloc etc.) authorities to implement enough
measures to honor that commitment but only when competing
governments are similarly committed and act simultaneously
so that no 'first mover' country loses jobs, credit etc. due to
punitive policies of global power wielders.

The only exception may be implementation of some
form of I&R (Initiative and Referendum). Indeed,
in crisis situations requiring extremely unpopular
measures Particracy may find it comfortable to
wash its hands and to discharge the politically
disastrous responsibility on the shoulders of

by media and demagogy. DD starts
with a continuous "3F" Forum having all 3 functions
namely Initiative, Debate and Decision, with

in reality the most dangerous dodging maneuver
of Particracy against the true DD.

DE7Je06 I'm not familiar with this academy or terminology
but it seems to me quite compatible, in the discussion Georges
has had with Antonio Rossin in e-mails, with Rossin's theory
and proposals for promoting tolerant critical citizenship by
alerting parents and other cultural mentors to the need to avoid
the 'less(ened) flexibility syndrome'which
dominates international attitudes and produces
increasing social problems.
