Initiative: Charter amendment on the number of seconds required to for a proposal to be considered

Currently the Charter requires 3 seconds. I propose to lower this require met to two (2) or even to one (1), whichever of these two alternatives get more support. this should be a temporary measure that would be valid for the duration of six months and then re-evaluated.
