Dear Doug and friends,

thanks for this impulse towards Peace.

Recently I thought about launching the idea of having a UNCJ - a UN Concil
for Justice.

As we know "security" finally depends on justice.

Ecological justice as well as social justice.

Justice is the result of wisdom and equilibrium, of reconciliation - never
of violence, which all the same still continues to be the dominating means
in the hands of those who embody UNSC.

No wonder the world's quality if life is deteriorating.

The UN Organization was launched with a charter excluding the 3 nations
(Germany, Italy, Japan) that acknowledged defeat in world war 2.

Those 3 defeated nations are now UNO members.  They abide by the
Charter objectives (e.g. as in Article 9 of Japan's post-war
constitution quoted below)  to the extent of avoiding involvement in
war without the request and endorsement of the UN Security Council
(UNSC).

The 5 permanent members of UNSC (China, France, Russia, UK, US) violate
their charter obligations at least in maintaining nuclear arms
stockpiles and abandoning their pledge to set up a UN peacekeeping
force.

I think it is long past time for the defeated 3 to call on all nations
to follow their lead and call for democratic international regimes
empowered constitutionally to command and deploy enough national
military resources for
. peacemaking,
. peacekeeping,
. peace-building,
. disaster relief and
. vital international management, mediation, adjudication and
implementation of international court orders and treaty obligations.  .

 ARTICLE 9. Aspiring sincerely to an international peace based on
justice and order, the Japanese people forever renounce war as a
sovereign right of the nation and the threat or use of force as means
of settling international disputes.(2) In order to accomplish the aim
of the preceding paragraph, land, sea, and air forces, as well as other
war potential, will never be maintained. The right of belligerency of
the state will not be recognized.     Italy and Germany adopted
similar, but less stringent, provisions following World War II. Each
renounced war as a sovereign right.
