I think one system that copes with different levels of organization seeking consensus is described by the Dutch-centred
Sociocratisch Centrum www.sociocracy.biz
Other example include Spain's Mondragón Cooperative Corporation and others described in works of Dr Shann Turnbull ,
Principal, International Institute for Self-governance

Bruce, I have given it a lot of thought today .......... and the answer is NO.
Been there, done that, .......... too many times, why should I waste my time doing it again?

So right Bernard. If you want to call WDDM a group that is fine too. However, as you said, "all that is needed is a few simple procedures of debate and decision."
That is ALL that we have tried to do for years, establish a simple method of debate (orderly) and how to make decisions (vote). Consensus is nice, but even consensus methods need to vote occasionally because not all will 100% agree on everything.
Please help to develop simple procedures of debate and decision for WDDM.
