Hi Tony,

Thanks, 'one small step' etc.

Learning to walk was easy in comparison, one only had to contend with the
laws of physics, learning democracy has moving parameters of peoples
perceptions, and situations.
That is like learning to ice-skate before learning how to stand up, let
alone walk.

This referendum was a good example, 'one minute to midnight' when the
district officer stepped in to the scenario, I had to go with the referendum
as presented, but it would have been vastly different if I had that
information before I started.
However, one has to adapt to that eventuality.
It has led to the potential of a meeting with the county, district officers
and representatives of the residents, not to make decisions, but to find out
what we can, and can't, do.
If we can establish the parameters, we will then have another referendum to
let the residents decide i.e. their village, their choice.

One small step at a time.

Regards
Bernard
