I agree with jllortega's suggestion that a "Chapter" to the constitution adding I&R&R is a good beginning. We need to carefully write it so the power remains with the people. Implementation causes me concern. Could it be that each Nation be expected to install a I&R&R manager, even part time? Each Nation would be responsible to "verify" the petitioners. Perhaps this could be in conjunction with registered voters? Could "initiative" "petitions" be at the election place and people endorse if they choose at the time of election?
A UN Parliament I&R&R manager would also need to be implemented.

The people reserve for themselves the power to propose laws and amendments to the Constitution and to enact or reject the same at the polls, independent of the Union, which power shall be called the power of initiative. The people also reserve power at their own option to approve or reject at the polls any act, item, section, or part of any act passed by the Union, which power shall be called the power of referendum.

These are some proposals I wrote some time ago with respect to direct democracy. They could perhaps serve as reference for the development of a Chapter on direct democracy and are included here in the spirit of open brain storming (
JoLlOrtega):
Introduction. Today we live in a very different world to that of our distant ancestors. Our lives are immeasurably more complex than theirs, our creature comforts way beyond their wildest imaginings. Our 20th Century democracy allowed us to choose our politicians, - local or national - and then required those chosen to take all the communal decisions for us until the next elections due some years hence. In the Twenty First Century we can do things better than that. We believe that it is now both desirable and possible for citizens to take part in the decision making process themselves, rather than always relying upon the selected few to do it for them. To this end, the following actions should be taken:
Proposal #1
The state, economists, academia and political parties and organizations will make open, regular and public acknowledgement that it is now both desirable and possible for citizens to take part in the political decision making processes ourselves, rather than always relying upon the selected few to do it for us. Technology newly developed, now enables everyone to propose, debate and vote on any or all matters of law and policy. We all have our own demons to destroy, such as unemployment, debt and injustice, and our goals to achieve such as peace, freedom, stability, prosperity and environmental conservation. Dispersing the concentration of power from a few to all citizens, will enable a stable government working steadily toward these aims. Including direct democracy provisions in each country's constitution will enable the government of the people, by the people and for the people, to be a government of principle and protection for the individual.
Proposal #2
The Popular Initiative: If a percentage of the electorate sign a petition demanding a course of action on some new matter not yet before Parliament, then government must hold a binding referendum on that course of action.
Proposal #3
The Popular Veto: If a percentage of the electorate sign a petition challenging any legislation currently under discussion in Parliament, then a binding referendum must be held on that legislation.
Proposal #4
The Popular recall: If a percentage of the electorate sign a petition to remove or discharge a public official, a special election will take place to determine the official's continuity or removal.
Proposal #5
The Parliamentary Initiative: - A simple majority of members of the House of Commons may call a referendum on any matter not currently being dealt with under situations above. In addition, governments will be obliged to automatically put any major constitutional measures to a referendum.
Proposal #6
Local Initiatives: - Equivalent procedures should be initiated at all lower levels of government.
Proposal #7
Electronic democracy: - In order to make voting easier, electronic and voting through internet must be explored and, as soon as possible, implemented.

There is mention of World Parliament here and perhaps the UN Parliament could use a bit of this. It is time to include ALL Nations in the United Nations. How can we live together on this earth, if we cannot even come together in the UN? If nothing else, it could put some heat on the US and other's who seem to think they have elite rights.
I believe the role of World Ombudsmus could also provide the structure needed to implement an Initiative and Referendum for the UN Parliament. What we need to do is make the Chapter which would provide for Initiative and Referendum. Once accomplished, the procedures could be developed with the Ombudsmus and coordinated there. Quite obviousley, the "Chapter" would have to be publicized and if accepted by the world citizens, it could be implemented.
