3. Germany: Referendum on Stuttgart 21 - unfair quorum handicaps modern
politics
On 20 April the Green-red coalition government announced that they had agreed to
hold
a referendum on Stuttgart 21 this autumn. This case is a clear example of how
damaging
unnecessary quorums can be to direct-democratic procedures
4. German Government Oversleeps the Electoral Law Reform
In a 2008 verdict, the Constitutional Court judges the current German voting law
to be
unconstitutional and demands a reform until June, 30th 2011. Although the
deadline is
quickly approaching, the governing parties CDU/CSU and FDP are yet failing to
meet the ruling.
