This will not be reached by NGO lobbies (including Amnesty, Red Cross and other global monitoring networks) directly confronting 'sovereign' governments and their treaty-based diplomatic creations (UN, World Bank, World Court, WHO, Copenhagen Accords etc. It may be reached by a growing concerned minority cooperating to draft model laws for nearly all governments to support – and to implemet when enough competing governmens are similarly commited.
