Are there any research or documents discussing about practical problems to
realize DD democracy in societies?

Switzerland is a small country with low number of citizens compared with
many other countries. Therefore technically and practically it is easier to
manage refrandoms and
discussions between people there compared with countries with populations
several times bigger than Switzerland.
Are modern technologies capable to support millions or milliards of people
to explain their opionions and arguments for others and get access to
necessary information and
knowledge before voting and refrandoms?
Does modern technology afford to support correct and secure voting process
for millions or milliards of people in reasonable time?
How can we protect computers and other modern tools used for DD processes
like voting against hackers and cheaters?
How can we provide necessary redundancy for these tools and processes?
What happens if technical tools collapse or can not respond in reasonable
time?
What happens if resources and economy does not afford for political
processes based on DD?
What happens in urgent times and decisions when we don´t have enough time to
perform DD processes in correct way?

As we all know there is a long distance between theory and practice.
The best theories and ideas can go under if you don´t realize them in
correct and efficient way.
