Dear Fred,
thank you for your proposal of a system based on
random selection and triads. As I see it, such a system is too complicated to be
put in place by the current institutions and movements. A much simpler model,
probably based on single mandate constituencies, would have to be
implemented first. Only then it might be possible to present your model for
public discussion and, if sufficient support would be obtained, submitted to a
referendum. Such a development is a matter of a rather distant future.
Nevertheless, it is certainly useful to put forward alternative political models
for consideration. All big political changes have begun in this
way.
