I want to thank you for your many contributions in development of Direct Democracy.
In reading the following email, I became confused as deliberation is obviously necessary before any referendum. (decision, election)

thank you for your letter! I have already hear about the Arau Conference from Mr.George Kokkas. Unfortunately, I could not afford such a trip and besides, evidently, the conference will only focus on I&R, while I promote the idea that deliberation should be included in the referendum process. There already is an establish term - e-DDD instead of simply DD.
I will include the information oaboutyour movement in the next issue of my newsletter.

If there are not two or more choices to consider no referendum is necessary. Whenever there is more than one choice deliberation, is automatic as people discuss and support their favorite.
Do you mean some formal type of deliberation? How could that be accomplished? We now can use media, debates, and pamphlets, to provide all the information necessary to make a choice. Presently if not enough people get behind an issue and bring it to the attention of media, hold meetings, get the information out to the people it is likely to be defeated. The real deliberation is within the individual who considers the information with their own values and interests.
I really see no need to add a D to DD. It is like Initiative. An Initiative can include anything as well as recall of officials. However some want the R to be added I&R&R. We could add and add letters however I believe what we need is to put the action into the equation.
It would be good to have a discussion on the many ways of deliberation and how communities could provide development of better deliberation. Communities could than consider adding some formal process to their own Charter/Constitution.
I ask you what your thoughts are on this matter. How would you suggest deliberating in a town, county, state, nation?
