Martin,
   you yourself have to choose the key, you can choose whatever you want - what
is easy to remember for you. Only you know the key, so nobody can assign it to
you. That's how the secrecy is achieved. With this key your vote is encrypted,
and using this key only you can view and possibly modify your vote later if you
change your mind.
   For each election/voting, you can choose a different key. But it's OK to
have one key for all votings - whatever you prefer.
