Just makes production too expensive for competition and
drives enterprises to bankrupcy and the employees to
exclusion, which is worse than 48 hours.
All large enterprises pay overtime and get compensated for
it by the state from tax payers money, or, alternatively
move to Rumania or India, with the same result for the workers.
All small enterprises, at least in my Britanny, let people
work as much as they want (and they want around 60 h to
survive against Euro and 35 H explosion of living cost),
paying excess of 35H black and billing black the customers.
Idiotic, imposed economy turns to black market.
When Japanese autos competed American ones to death, the
USA considered very tough anti Japanese steps. But they
had no time. The Japanese auto producers forgot the
competition, got together and took following steps:
1.Reduce export to the USA by 50%
2.Compensate the resulting loss of profit with:
2.1.70% reduction of top executive income
2.2.50% reduction of middle executive income
2.3.No holidays for executives during 5 years
2.4.Proposing bankrupting USA companies a share in
    Japanese companies.

With that package the bosses turned to the workers who
volunteered for similar sacrifices in inverse pro rata
of their wages.

French socialists have chosen in a similar toughly
competitive situation to cut the branch on which the
workers were sitting.

BTW you know me and it's unfair to suggest that I like
the Chinese Gulag. Whatever one may say about western
"democracies" they cannot be compared to Gulag.

Gulag should only be fought and erased. That's what I
did most of my life and am too old to change.
