I've got the reply in the quote below. Anybody else interested in designing such a game? Could it be a useful project for WDDM, for a group of WDDM members?

Thank you for your energetic email. It was full of bold ideas. And to answer your direct question, yes, a collective game could be devised that would incorporate many of the features you suggest. In fact, many people are particularly excited about games due to their potential to offer experience rather than just a perspective. In other words, the players would experience the democratic principles you discuss, rather than simply reading about them.

Your other question, about how to devise a new game is a good one. My advice is to jot down a few ideas yourself, maybe imagining it's a board game first. Then, start looking at some of the game design books out there, perhaps attend a game design school. If you've got finances or an organization, you can pay a game development company to make a game for you. There are some fantastic studios out there, and they can either develop the concept or the end product.
