If 100'000 signatures for a specific project are difficult to obtain, what reduced figure (50,000?) or what alternative WAY would work to bring these matters up? Internet is an advantage, signatures from cyberland could be validated and submitted. But many would need to come from general public. Newspapers print initiatives and people cut out, sign and send in to their town clerk? Or telephone?


Now as I think of it, I have some things I would like to initiate, but how to gain enough to even petition my congress representative or (MP) ? I can send in my one letter but the MP wont pay much attention to that.


So the ultimate question is how many people are willing to participate in government to the extent needed to "make decisions" and develop society? 40-50 % vote, would even 10% or 1% participate in E-government or "Direct Gov" matters?
