Mark, yes, your procedure summarized in points 1, 2, and 3 would also work well. If the initiator is responsible for writing the final motion, then there is no need for a queue, and it does not matter where exactly the proposal is posted and where and how the discussion occurs. The initiator will be responsible for taking care of all this, and directing the discussion. This may be even better than my queue, because it stimulates the initiators to greater activity, and does not burden the Board with steering the processing of all proposals.


In any case, whatever is decided about this procedural matters, it should be clearly written up and disseminate to all members. That was my main point, not dwelling on a particular procedure.
