Of course the WDDM needs a budget. And it's obvious that the income will be generated either by membership fees, or donations--and perhaps eventually by the sale of our own publications.
However, there will not be many donations if we do not have a physical presence in the real world and officers of WDDM who will be accountable for the expenditures. So, therefore, we're back to the same position--we need to incorporate some form of organization before we can hope to do any of the things real world organizations do.
