For many years I have
had an idea about using our technology to provide participatory democracy to
citizens. However, I don't have the knowledge to know if the idea is feasible,
and I have not been able to find anyone who could provide me with an answer to
this question. I would appreciate anything you could tell me about the
feasibility of my idea.

The first part of my idea is to have a Civic Net established by the government
of a country (separate from the internet) where citizens and other groups such
as political parties, media, discussion groups etc., could have sites and could
interact on civil matters. This, I'm sure, is feasible as Canada already has a
separate net established for the science/education sectors. Having a separate
network would also make it easier to police the network to ensure hackers would
not create political havoc.

The second part of my idea is where I am concerned about feasibility. My idea is
for all citizens to have a data base on their computer where they can record
their beliefs. The central computer network (Civic Net), could then query the
citizens data base to determine their position on any given question. If the
data base does not answer the question, the question could be left for the
citizen to respond to, and that response could be added to their data base for
future questions. The Civic Net would then have to analyse the responses to the
question to determine what citizens belief, and thus, what the citizens accepted
answer to the given question is.

My question to you is, is it feasible to develop a program to make such a system
function? I'm sure their are many other questions about such a system, but in my
mind, this one is crucial.

Hi All,

I will be cancelling my internet connection after a decade + as I can no longer
afford the costs on the $510/month the BC Liberal government allows me to live
on. I have learned a lot from the many lists I belong to and the friends I have
made over the years. I wanted to take the time to say thank you to all of you
and that I will miss the discussions, as I do not know when or if I will be able
to reconnect.

Sorry to see you go Dave. You have some good ideas and we need these brain storming sessions to improve out system. Although you are no longer active, your idea's are still here and we can make the best of them Perhaps you will get a WI FI and be back again, I hope so.
